but sunrise on the reaping didn't. haymitch's game is supposed to showcase the rebellion as ongoing, never-ending. to show us that the creation of the games didn't end the rebellion. the games placed the rebellion in a very specific battleground, because it is the only place they're allowed to fight for freedom and survival. sunrise on the reaping is about the chess pieces being set up for the finale - for the trilogy that came before it all.
sunrise on the reaping is a tragedy, because it didn't change the games. the games operated as designed. there is still only one victor in the second quarter quell. there will always be one victor in the hunger games, and it is the capitol.
