i want to get like a tattoo on my front and back that like highlights my hips/does some sort of optical effect that makes them feel bigger.

In my unprofessional opinion there are two good options:
1. Some sort of line/long shape on either side arcing down from the waist towards the middle. This would define the hips visually as a distinct chunk of the body while cutting off/slimming the waist which makes the hips seem bigger by comparison
2. Add a large shape/piece to the outside of either hip to add visual weight & make them appear larger

I think i'd avoid anything that takes a very long line across your hips, like stretching all the way from chest to thigh, because this would flatten & blend the hips into the rest of the body. I highly recommend taking pictures of yourself, printing copies and doodling on them! Hope this gives you some ideas
