Well... yes? Some Skills become a little quieter while others become louder. It's merely a result of temporary attributes, though; I wouldn't describe it as "detrimental".
Affects the level. Mechanism through which this happens is currently uncertain. Are you absolutely *certain* you do not have a preference for some of Harry's clothing, Logic?
Just track when a Skill becomes more or less vocal about the world after Harry puts a new clothing item on, or when you yourself feel more or less capable as a result. Seems easy enough.
This is an impossible research question to test, sadly. The best way to test this would be to have someone *else* wear these clothing items and state what they help with, but I'll be damned if Harry can find someone who has whatever this is, let alone is willing to admit it. Though, I can hypothesize that at least some bonuses are pre-determined purely because of their function (e.g. certain gloves that provide extra grip and such boosting Interfacing, for example).
