Well... yes? Some Skills become a little quieter while others become louder. It's merely a result of temporary attributes, though; I wouldn't describe it as "detrimental".
Affects the level. Mechanism through which this happens is currently uncertain. Are you absolutely *certain* you do not have a preference for some of Harry's clothing, Logic?
Just track when a Skill becomes more or less vocal about the world after Harry puts a new clothing item on, or when you yourself feel more or less capable as a result. Seems easy enough.
This is an impossible research question to test, sadly. The best way to test this would be to have someone *else* wear these clothing items and state what they help with, but I'll be damned if Harry can find someone who has whatever this is, let alone is willing to admit it. Though, I can hypothesize that at least some bonuses are pre-determined purely because of their function (e.g. certain gloves that provide extra grip and such boosting Interfacing, for example).

Amateur move. If it was Mullen it wouldn't be called The Mistaken Identity.
Authority is correct here (though, he may be a little biased since he seems to actually *like* those books, for some ungodly reason). Dick Mullen is an wildly popular fictional sleuth and they would only stop milking that cash cow when either a) our wonderful friend in the writing industry who has done zero research into how our occupation actually works and has zero interest in actually doing that decides they've gotten so sick of Mullen they'd like to rid themselves of him immediately (unlikely, considering just how many of those shoddy little throwaway travel paperbacks exist in our wonderful world of Elysium), or b) our wonderful friend in the writing industry who has done zero research into how our occupation actually works and has zero interest in actually doing that dies.
If you'd like a brief run-down of the mystery as I recall it, our story begins with our good friend (and I say our, because Mullen has zero personality beyond "typical drunk detective stereotype" and "reader stand-in") Charlie Spillane asking us to drive him from Vesper to a small town along the Insulindian coast. Already we find our first inconsistency. What does this even mean? I've done much deliberation on this topic and have concluded it must mean the coast on the Occidental sub-continent on the Mundi isola that directly faces the part of the Pale which must be traversed to reach the Insulindian isola -- since, even if there was no pale in the world of Mullen, there's no one "Insulindian coast". This is ridiculous.
Then dear Charlie Spillane perishes. He was shot three times at the bar. How tragic. He will be missed. Then it turns out a Mullen look-alike murdered him. Also how tragic. Hopefully Mullen will be permanently locked away both for this and for his other numerous crimes of giving ignorant readers seeking fleeting thrills a false impression of the policing occupation. He will not be missed. (This is where our titular "Mistaken Identity" originates from!)
Mullen meets a dame (of course. How could you have a hardboiled narrative without a dame). The dame tells him things. Mullen learns things. There is corruption (of course. How could you have a hardboiled narrative without corruption). We have three suspects. A corrupt police captain who has motive and means, but walks with a prominent limp from an old war injury that almost certainly would have exposed him as not being Mullen. A politician's corrupt son who miiiiight have a motive, matches Mullen's height and has an overcoat that looks like Mullen's. And a corrupt art collector who probably couldn't hold a gun steady, but was once involved with the dame (because the dame was involved with Spillane once, too. Three points if you can guess who the dame gets involved with next before the next paragraph.)
The dame gets involved with Mullen. The dame tries to tell Mullen a thing, but then he's knocked out, and when he comes to the dame is dead. So obviously the reasonable thing to do is to *run away* here (sleeping with a witness and then fleeing the scene -- way to go, Mullen! Let's get all of the evidence thrown out in court as fast as possible) (He is not concussed here, don't mention that as a reason for his running away). Then that's where we hit four-fifths of the book and it comes apart.
Now. Who's the culprit, then? My answer: it's unsolvable. This is a hardboiled narrative. Even if it has roots in golden age mysteries it shares more of its characteristics with noir crime fiction than anything, violating as many of Van Dine's rules in a single sitting as possible (not that you have to follow them to make a good mystery; plenty of modern mysteries including cozy mysteries and shin honkaku narratives violate some rules. The issue moreso lies in how it fundamentally does not give the average reader the tools to solve it themselves -- just exists to flaunt how cool and smart and tough but solitary and cynical and drunk Mullen is). There's so much of a focus on unraveling the background corruption rather than the actual murder of the bleeding corpse at Mullen's feet it just gives readers nothing to work with and don't even get me STARTED on the dame's murder because if that just doesn't say "sensationalism over mystery" hhhooohhhh (you can have multiple murders take place it has been done well it's just TOTALLY unnecessary here). If you wanted to try you could probably mention the dame clearly being comfortable enough with whoever knocked out Mullen they were able to sneak up on him without her mentioning anything but then they had the world's fastest argument and the mystery murderer killed her (1-2 minutes is how long you can expect to stay unconscious without severe brain trauma), but frankly I'd expect her to be revealed to be running the damn ring by the end of it and all of the suspects were her goons and had a hand in the murder or some stupid plot-twist like that. Maybe the corrupt cop since he's paranoid and might've been the type to go back on trusting someone like that, I don't know. Why didn't he just kill Mullen if he was paranoid? I don't know. How is anyone *supposed* to know? These books are god-awful. Don't waste your brain energy, Logic, it's unsolvable. Let's go back to picture-puzzles for now.

This wordplay would have been a lot more clever if the pronunciation of Heyawake (へやわけ) was "hey awake". It's not. With our limited knowledge on the language the puzzle originates from, the pronunciation would be closer to "heya wah-ke".
