He adopted Loona before he met Moxxie or Millie. I don't think he'd started putting together his own company yet. There's a good chance he was already working as an assassin/"working for himself." But I don't think the business that became I.M.P. started until Blitz met Moxxie. This is speculation though. I bet we'll learn more about those early days in the future.

There's reason to think he was lonely and going through a lot of changes. Was this soon after the breakup with Verosika? Was he new to the assassin profession (he was a body guard before)? This is speculation, but based on the timing (about 5 years before the show starts and the lack of M&M in his life at that point), I think it's likely.

All of the hellhounds at the pound are CHILDREN. Loona is about to age out. I know we haven't seen much of Blitz as he was in those days, but my gut tells me he didn't have it in him, even then, to adopt a literal child just to force them to work for him. His own past has A LOT of child labor in it.

He tells the employee at the pound that he wants something more "family friendly." Muscle isn't his first priority. The employee responds, "for the wife, huh?" They clearly didn't talk much about what Blitz was looking for.

first there's the transition to the flashback showing us the pound.

the scene in the show that triggers the flashback has the family looking to adopt a dog to give it love and attention, which seems to indicate this was at least partially blitzo's mindset when he went to the pound. we already know he was deeply lonely for years, and that probably played a part in choosing to get a hellhound.

however...

"family friendly" is corporate speak, so clearly, blitzo also already had a job for the hellhound in mind. a front-facing job, too. so i think the plan always was to have the hellhound deal with the customers in some capacity while he does the dangerous work. so while he wasn't looking for a muscle, i do think he was looking for someone he could employ.

blitzo himself grew up providing what was probably mostly free labor for his family business. i doesn't seem to me that he considered it something that was forced on him. he views "business" and "family" as overlapping concepts. having a kid that could also help him out probably seemed pretty normal to him. but because he wasn't a piece of shit like cash, he wouldn't have put the kid in actual danger. a teenager could handle secretary duties.

also, hellhounds seem to be a bit of a status symbol. in the first episode millie says this.

millie is talking about loona like a thing, but also like an important thing. it's dehumanizing, but it does make it seem like having hellhounds around is significant. maybe it's something to lend more credebility to a company. something that a company of just imps would probably need.

so even if i.m.p didn't exist yet in blitzo's mind when he went to the pound, he was probably just starting out as an assassin, and having a hellhound would've given him an edge over competitors (which we now know is crucial considering how crowded the market is for imp assassins).
