Years ago now in my big kv fic series I contrived a reason for them to kiss in a bathroom, but even outside of that verse Kaeya is always the one who initiates first. Most likely while they're both wasted so he has an excuse to hide behind; he is not emotionally capable in the beginning of recognizing his feelings for what they are beyond attraction, and he's not stupid about the risks in doing so. Venti doesn't initiate kisses with him until they settle into something resembling exclusive dating, and then he's very enthusiastic to do so whenever possible while still respecting Kaeya’s general wishes for privacy
