The plan is so half-baked that Leon didn't think about who he was going to demand to talk to and has to wrack his brain for anyone who might help. He's lost so many people over the years. Of course some who have died, but there's plenty who are alive and well, but distanced themselves from Leon because some things he's had to do for his career were alienating. At best they just wouldn't care about Leon enough to go out of their way and do him a favor, or at worst, they actively dislike him and might be happy to hear about his current situation. Not like the causes matter. Regardless of how it happened, the fact is he's lost so many friends and allies that he doesn't have a deep bench to pull from these days.

And Chris is the only person who Leon thinks would actually give him some straight answers, and, if Leon's (unlikely) theory that the Hound Wolf Squad may have been going rogue and arrested Leon without proper orders turns out to be true, get him released from custody. “I have talked to the captain. He knows you're here, and he knows that you really want to talk to him. He said he'll come here to talk as soon as he's able to, but it's going to be a while– right now he's on his way into Raccoon City because he wants to do a walk through and get a look at the site with his own eyes ASAP. So you'll be waiting a long time if you're really going to hold out for him.”
