Caitlyn's objectives other than capturing Jinx were to neutralise any agents still loyal to Silco and dismantle shimmer. We see her do that in the hellfire cinematic. So what we were seeing definitely were Silco's goons although they may have changed their allegiance and sought work with other chembarons Caitlyn was going after the chembarons and their goons. Once again she didn't gas the entire city or go after innocent citizens
