They are totally natural responses to danger!! Daniel fought (acted), that other scientist fled and Jonas froze. Jonas is not a bad person for reacting naturally to danger. He was a civilian.

"He let the Kelownan government slander Daniel!" Okay but Jonas was also a very high ranking government official. He has a huge responsibility to his country and pressure to act a certain way for that government. Would I have preferred him to speak sooner, sure. But even still, it's clear that Jonas is not happy about the position his government has taken but he believes its the best thing for his country that's on the brink of war. Jack dresses him down which gives Jonas the kick he needs to spill what actually happened, but the fact is, if Jonas had no character, that talk would have achieved nothing. Jack's talk only worked because Jack sensed Jonas had that character!! Might I add, that Jonas acting had severe consequences, he was branded a traitor for simply speaking up (and also stealing the naquadria but it was mostly the speaking up that cost him).

"It's insulting that the man responsible for Daniel's death took his place on SG1!" Jonas was not responsible for Daniel's death/ascension. I'm sorry, it's just facts. Anyone with common sense knows this. And Jonas laments his tendency to not act and even considers it a character flaw (even though its a natural response!!) but still overcomes it, by doing what? Saving SG1's lives. That's how he earns his place on SG1. He didn't simply replace Daniel.
