It would be an oversimplification, something the mad guy also fell for: respirators provide protection both ways - inhaling and exhaling. The percentages from those studies are for halting the spread of exhaled virions on lab dummies. The filtration values for inhalation are 30% or far less without significant modification, and even then, respirators run circles around them in personal protection. If everyone was still wearing at least procedure masks in public spaces, the sentiment of "any mask is better than no mask" would mean something, but the fact remains that cloth and procedure masks are not personal protective equipment. Respirators are PPE. When people wear ineffective masks and then get sick, they stop masking at all. When people wear respirators and stop getting sick all the time, they keep up the habit. Those percentages also vary wildly based on fit, materials, and proper wearing. I won't waste my time trying to explain the overly-complex ways to make non-PPE function at best half the efficacy of the average N95 when I can just show them how to find and properly fit check a respirator.

Not one that will give people more confidence than they should have in non-effective means of protecting themselves from airborne illness.
