He says the world will fall apart because of her. Her, the girl that is meant to be his 'child of hope.' I truly think his goal is to break the Pact to purposefully remove magic. That is his hope; to destroy magic entirely.

Whether all the other brimhats know that, who knows. But Iguin, I think, likely hates magic and wants to see its destruction.

Two, relating to dreams, I think that we saw a glimpse of magic being removed from the world.

It's pretty clear in context that what we are seeing there is Qifrey treeing out again, rather than simply a dream from Coco's icepack. It's him 'sleeping soundly' as he wonders if he ever will; sleeping soundly for him means treeing out.

It's in the middle of some sort of horrendous blizzard, but that itself is also touched upon only a couple chapters later -

Even in the middle of a blizzard, a silverwood can grow.

Now, why do I think this isn't just a dream? Because I think silverwoods are probably heavily influenced by ASOIAF's weirwoods - trees that are a hivemind that are used by certain characters to see the past, the future, and across the kingdom where other weirwoods reside. And stay with me here for this one:

Qifrey's silverwood reacts to Custas'. He can't get close without risk of also treeing out. Like a hivemind.

Silverwood fruit look like eyeballs.

There's lots of random imagery like this with eyes inside trees, particularly regarding Brim Hats.

And, of course, with that, the fact Iguin's known as the Lidless Eye and the Sight of the World comes to mind.

I'd bet anything that silverwood have special properties, and Iguin uses them to see through. It'd explain how he always knows where Coco is; he has a portable silverwood that's with her near-24/7. A portable silverwood that he stole the eye of.
