Someday i could do a post of Everything I Dislike about the Cullen addiction plot line but im just gonna summarize it so i dont have to do it fully
they portray everyone as being positive about cullen, and people like cass and cole worrying about him, but if he keeps drinking lyrium he ends up alone in the streets with no help at all even when it has been stablished templars got a system to take care of the ones who have fulfilled their duty (wich cullen would be considering his role in the inquisition). so it feels mega forced in the narrative to make the player feel bad but also sends a terrible message of "if you dont stop taking drugs you will end up dying alone" wich is a terrible thing to say to addicts and doesnt help at all
they portray addiction like a modern view of drugs of "if you stop taking drugs = good. you'll be fine" instead of the in universe version that is years and years of propaganda by the chantry saying that if you stop taking lyrium you go crazy and die. this is a tiny bit touched upon (PC being able to say "this is killing you!! take it) but not taken really seriously or as something a first time player would know. There should be real doubts if this is gonna kill him or not.
there is also 0 talks of if stop taking lyrium would make him lose his templar powers or not, wich would had been very interesting cause indeed this makes him less powerful against mages and more vulnerable to them, wich is important in his whole plot
Taking lyrium or not taking it doesnt really have any real consequences for the inquisition. he can just have a very stresfull job where so many people depend on him and at the same type go cold turkey on drugs that literally give you fever and hallucinations and you don't have any problem in any battle or mission he participates him. You dont even get not being able to use him in war missions or any literaly problem to you.
all the time he takes about the addiction and how miserable he is for it takes away time for all the stuff he did in kirkwall wich is brushed over and firts time players wouldnt even know about it.
