I just wanna add some nuance to this
a lot of women that need shelters are victims of sex trafficking. at that point, the most important thing is that their pimp does not have access to them. allowing amab into female spaces allows for this possibility because legally they would not be able to turn the pimp away. the ONLY LEGAL PROTECTION THEY HAVE is to not allow males. this is not personal, it is a legal thing and the only way that the legal system is set up at all in a way that can protect these women. I keep saying the word legal because sometimes uninformed people take things personally and are not aware of the context that these rules were created in.

"believe to be a threat" is still legal language so you'd potentially have to justify the belief if it came to that
right. you would need some proof (such as a woman in the shelter telling you that they recognize that person and they're a pimp) ????? how else would you know. "i think they have a dick" is not proof at all
