Probably because of he was way to excited that he actually gets to hang out with his idol. Rocky hold up his autograph book. “Better late than never. —Not to mention the top duck is the first to actually sign it!”

      “Sure! I’m surprised I didn’t give you one already!” He scribbled away, and couldn’t help but be flattered at Rocky’s words. “You got that right!” He exclaimed, and handed the book back to Rocky. “There ya go.”

The best part is that Happy Cat was voiced by Mako Iwamatsu (a.k.a.  Aku). They later did a Samurai Jack spoof episode.
