So due to my comics hyperfixation kicking in overtime, I felt the need to talk a bit about how the kind of structure that I would utilize for Superman, Batman, and Wonder Woman's rogues, at least some of their major ones.
The Greater-Scope Villains & Overarching Antagonists:
Only four of these six are going to be both alive and in traction, but their functions remain the same. While Ares, Ra's & the Lazarus Corporation, the Court of Owls, and Brainiac are still active problems in the present, Circe and Zod have shaped their respective narratives through their past actions. Funnily enough, Circe is would be least evil person here, mostly because she'd be portrayed as a blend between her Absolute counterpart, her Post-Crisis self, her DCAU characterization, and her mythological counterpart.
The "False" Overarching Antagonists:
Veronica Cale, Carmine Falcone, and Lex Luthor I would be fakeouts. While they're still very prominent and major villains who contribute to their respective environments, they're not TRUE overarching antagonists of the heroes respective narratives, and they're sure as SHIT not the Arch-Foes. They are simply the former status quo, the government, the criminal underworld, and the billionaire class. However, while Carmine and Luthor I end up dying, Cale gets to survive and remain active as someone trying to prevent a chaotic age of heroism and supervillainy.
The Tragic Monsters:
These fellas are obviously gonna be walking tragedies. While Cheetah would be the most monstrous of the three, Barbara, Harvey, and Bizarro will each function as tragic monsters who both contrast with the trinity and serve as distorted mirrors in one way or another.
The Arch-Foes/The True Final Bosses:
Are they the main overarching antagonists? No. Are they the ever-evolving foils to their respective heroes? Absolutely. Giganta, Joker, and Lex Luthor II start out as apart of the same system. Giganta was an experiment, Joker was an elusive mercenary with no real allegiances, and Lex was the heir to one of the biggest corporations on the planet. However after getting humbled their respective heroes, all three of them break away from the system they were apart of and became much more than they originally were. They also straight up rob our overarching antagonists of their "Final Boss" privileges, firmly establishing that old guard are out of the picture and a much more bombastic breed of villainy is in season.
So yeah, that's the basic outline of how I'd handle each of these evil guys and gals.
