"When you think of pokémon with a penchant for stealing, you tend to think of dark types, or maybe flying types with an interest in shiny things. But actually, Clefairy have one of the highest recorded rates of snatching things from trainers, at least in the Tohjoh area.
In one survey, about 5% of trainers who visited Mt. Moon have claimed to have something taken from their campsite or person, usually by a clefairy. They're a surprisingly tricky species, and people underestimate them due to how cute they are. Of that number, about 1% had to call for ranger assistance due to losing some critical supplies.
"Clefairy tend to favor objects made of metal or plastic. Nobody has definitively figured out why yet—some people theorize that they simply like the shine and texture. They use them to decorate their dens and occasionally even as rudimentary tools, but why they seem to prefer human-made items over natural ones is a bit of a mystery. One ranger union cleanup project turned up over two hundred foreign items retrieved from Mt. Moon—largely items that were deemed too damaged and unsafe for local pokémon populations. Among them were watches, silverware, shoes, and at least one cell phone."

It's written on your face. I'll give you the same advice I try to give to my Sister, then. You must stop pushing yourself this hard. You are stronger when you rest. There is no danger. I love street battling because that's where it gets properly interesting! So many new avenues of strategy open up when you drop some of the more arbitrary restrictions the League has."

(kris is also—and this is critical—just kind of a dick sometimes. she has a bad habit of projecting her own problems onto other people and blaming them for it. it's something that she's better about the closer she actually is with a person, but for people she only knows in passing? there's a solid 50/50 chance she has subconsciously declared you her mortal enemy.)
Kris' biggest weakness is that she's pragmatic to a fault. This most obviously manifests as her, uh, questionable work ethic (girl please take literally one day off), but it means she also tends to hold other people to the same standards she does herself. Which are, I must reiterate, incredibly questionable. One one hand, she has strong feelings about the freedom and public access of knowledge and education and refuses to compromise in regards to her beliefs that deeper understanding of scientific concepts is integral to a functional society, that people MUST be aware of what their government (League included) is doing, and that research should be shared freely—at least among peers—and properly vetted. On the other, she's also incredibly stubborn about the above in such a way that she has little patience for people who aren't necessarily as forthcoming or cooperative with information. She dislikes people who are deliberately obtuse or avoidant. And, again, that work ethic. Honey, no, not everyone needs to have a twenty seven step plan lined up to obtain their PhD by the time they graduate middle school. Though she doesn't necessarily expect everyone to put in the same amount of work she does... she also doesn't really know what a healthy amount of work is, so her standards are still pretty well fucked.

headcanon; super abridged pokédex headcanon,
The pokédex within Kris’ canon works on the conceit that pokémon are digitized when entering (modern, digital) pokéballs—hence why they can be stored in the PC and swapped around remotely. The pokédex is a system which decrypts and displays this data in a usable format. (Some information, like the pokédex entry descriptions, are written manually and not part of this initial data.) The more data collected with the pokédex, the more valuable it becomes for both research and everyday purposes.
Critically, the pokédex also collects this data for statistical purposes. While it was initially on a very small scale—pokédex data had to be manually uploaded and set via PC back to the lab in Pallet. The research associated was also drastically smaller in scope at the time and was primarily concerned with 1. perfecting this software and its decryption abilities and 2. collecting more ecological data on pokémon species from around the Tohjoh region. However, with better modern technology, that scope has increased vastly over the last ten to fifteen years. Once refined for use in Tohjoh, it didn't take long for the pokédex to travel to Hoenn and Sinnoh, with translation efforts underway in Unova soon thereafter.
It's no longer necessary for trainers to manually upload their data nowadays, as their pokédex will automatically communicate with the league's servers and send data remotely. This data can then be accessed by any league-certified researcher. (At this point, it's entirely a read-only copy and the original cannot be directly manipulated or altered. This is purely for the pokédex data, though, and active PC data is stored separately due to its own complications and security concerns. In theory, no one except the trainer can access their own PC data. In theory.)
Because this data does rely on the inbuilt "software" of modern pokéballs, altering and jailbreaking them does mean that data is not sent to the league.
The pokédex is largely responsible for the rapid development in league rules over the last few decades. Pokédex "entries" (the text-based blurb) and information such as average size, weight, and environment are manually updated every year or so.
