Because these things do happen to real people, and Bill's behaviour wasn't invented whole cloth. It was modelled after those real people.

to me, bills behavior surrounding sex is indicative of someone who's deeply uncomfortable with it

his primary mode of engaging with other people is doing things to make them uncomfortable on purpose. we see it with the deer teeth, the screaming head, all of tbob. he likes freaking people out as a power move. he does this with sex jokes as well, with the mom stuff and reading smut on live radio. he does it to upset you.

whats different between all of that other stuff and the sex jokes though is that every time it comes directed on HIM, he FREAKS OUT. "stop looking at my hypotenuse", "dont draw pictures of me in your shower", etc. its the only thing that comes to mind when I think of stuff off the top of my head that actually upsets him, which is significant for a person who's entire MO is that he likes things that are gross and unpleasant. (coming back to edit this post, the other break like this is mention of the literal people who killed him. which also says something)

but the thing is, we have indication that he's dated people. we have indication he likes BDSM. we have indication he fucked ford. clearly he's not completely sexually inexperienced, so what does that mean? I have no idea. things can go absolutely anywhere from here

so you can absolutely run with all of this and make him a sex pest no problem. my opinion is that when confronted with the potential of actually having sex, he can't really handle it. I love interpretations of him as a stone top for this reason: it's a safe way to do things and look competent while not actually having sex. being paid attention to like that, receiving sincere affection, experiencing pleasure- I don't think he can cope with these things on account of his many, many, so many issues
