Dan's not giving up and I for one am glad! 123-Reg must stop charging people via PayPal for domains that were set to manual renew and were not renewed manually! This is unauthorized use of a PayPal account and PayPal also need to stop allowing it!
Dan Zambonini has been getting the run-around from 123-Reg ever since they auto-renewed a domain that was set to manual renew.  Doesn't sound like a big deal, but when a company takes your money without your permission (even a small amount like £11) then they should a) treat you with respect b) give you your money back.
This has actually happened to me - and I got the same 'he said, she said' response from both 123-Reg and PayPal about the situation. At the time I didn't have time to chase down the £20 they had 'stolen' from me, but after reading Dan's experience I'm a little cross about the whole thing!
Essentially 123-Reg seem to be working on a business model of ignoring their customer's instructions regards how domain renewal is handled, and taking advantage of what must be a PayPal loop hole regards requesting payments from people's accounts when they themselves have not initiated the request. This allows 123-Reg to take money from you without your consent, under the guise of renewing a domain. Nice.
I for one will be moving my domains from 123-Reg and won't be using them anymore (nor will I be registering my client's domains with them). They could obviously give a crap about their customers.
If this has happened to you let Dan know about it by leaving a comment on his blog post about this.
