Maybe it’s a European larp thing, but a minimum kit standard is usually not a weird thing over here, I get that the larp culture is rather a bit different between the US and Europe but just to make the point;

Minimum kit standards do not necessary mean an emphasis on expensive kit (and can be as simple as; no jeans, no obvious sport shoes, no printed fantasy/band shirts). In the larps I frequent I see tons of great costumes that are usually the result of the sharing of knowledge and the great supporting communities helping their members with their kit online and at the larp itself. It’s not just; the riches players buy the best kit and poor people and new players are unwelcome. And as far I can see, the groups with awesome looking settings and concepts over here usually even have an easier time attracting more players instead of the emphasis on costumes and a kit minimum standard actually deterring more players to join.
