A reminder that the man is anti establishment because he is vividly aware of the faults of said establishment. 

He's a top detective for the ADA, which functions as the ‘twilight’ protectors in this world. I think sometimes with all the talk of light and dark we forget that. His years of  experience there aren't going to have been the sunshine and rainbows of humanity. 

Do you think Fukuzawa would have named someone his heir who is that innocent of the world? 

Yes, while Kunikida (as far as we know) doesn't have the dark past of other characters, he's not unworldly. He rigidly adheres to his ideals, not because he lacks the life experience to see them as the impossible dream they are. But because he's fighting to make that impossible dream a reality. Not to start quoting musicals here.. But no matter how hopeless that endevour actually is.
