Varang's cloak of severed kurus definitely wouldn't exist in an alternate timeline where Ziggy/417-X intervened (Shadow and Light timeline).
Why? Well, this cloak would physically exist among Varang's belongings in this timeline, but Ziggy would be forbidden her from wearing it so as not to terrorize the Tsrake citizens of Zigginia/Sandhome. The Tsrake would see it as a symbol of terror, and Ziggy doesn't want anyone among the Tsrake or the Mangkwan refugees to remember what Varang once was. The cloak was stored somewhere in the Zigginian palace after the only time Varang wore it there, despite Ziggy's scolding as her husband.
Varang, after settling in Zigginia with Ziggy and their son Zek'zan, became the new Tsahik of the Tsrake clan after Shadow and Light, succeeding Rai'lika, the deceased elder Tsahik of the Tsrake. Over time, she adapted to Tsrake culture and now wears hybrid garments that blend Tsrake and Mangkwan styles.
