What do you think fits the character? What is your proposal for him? That's always a good start. The marks, scars, tattoos, clothes, and jewelry should interact with the character, represent something of them.

Example: My redesign of Freddy is entirely focused on the idea that he is a musician, a leader, and such a terrifying and sadistic figure that he is capable of instilling fear in the other animatronics. That's why he has a robust build and erratic behavior in my animations.

If it's your design, boss, shine! Do what you think is cool. Now, a redesign has to follow some rules, the rules of the universe's esthetics. But to be honest, the most important thing when drawing is to be inventive, do what YOU think is cool.

It's worth remembering, what are you going to use the design for? If you draw it repeatedly (animation/comics), maybe overcomplicating the design is a difficult idea to put into practice. If you are making a 3D model, maybe overcomplicating it is feasible.

It's worth remembering, this is not even close to the absolute truth, and I'm not an expert either, it's just my way of doing things.
