The city’s Private for Hire Transportation Board regulates the cab & private car industry, including services like Uber, and has members from within the business making the rules. Steve Entler is on the board. He also controls one-third of all licensed cabs in Portland as head of Radio Cab. Entler says there’s no conflict of interest.
