It did have an effect; it was saturation. The saturation stew (made with dandelions or orchids) has the shortest effect of all of the stews, only 0.3 seconds, but combined with the inherent value of the stew itself it gives you 21.2 points of saturation (the max is 20 points btw, this is the only food in the game that can max out your saturation I'm pretty sure. Golden carrots which are the second best option only give you 14.4 points and steak only gives you 12.8)

Remember that clip where Tubbo and Techno were talking about collecting flowers? People said actually Techno was collecting them to get dye for fireworks, but Techno was collecting dandelions, and I don't think he ever used yellow for his fireworks. I'm fairly sure he was collecting the dandelions for the stew.

He used the stew during the Pogtopia arc, up until he got enough gold to replace them with straight up gapples, because it's the best food item in the game.

So yeah, I'm fairly sure that stew was one of Techno's and it was probably handmade by him.
