Several crucial hints point into the direction of my theory that Wally Wackford is possibly Mammon in imp disguise. 

Firstly, he is the first smaller role character to return back into a new episode, implying that his role is apparently greater than what was initially shown.

Secondly,  Wally is in need of robotic experts and inventors. And what is Mammon known for? Producing robotic Fizzarollis. It seems a terribly convenient connection that he now finally found good inventors that are good with robotics. Considering that Mammon’s logistics went dry after Loo Loo Land and the old Robo Fizz being destroyed, this is a perfect opportunity for him.

Thirdly, the similarity to what we expect of Mammon: Wally’s persona of a greedy money-needy salesman in search of “people to exploit”, his cruel mockery in a true manner of a dark jester, and the way that he is referring to Blitz as “Blitzo”, and how even his horns are slightly reminding us of Mammon’s jester hat.

Fourth, concerning Loo Loo Land’s fires. Wally was among the first things there to be in flame-catching distance, with even Robo Fizz burning right away, and Wally is returning here quite unscathed, despite normal imps being unable to properly regenerate like Sinners do. Which again implies Wally may be more than a normal imp. 

And a fifth little detail, we fully see Mammon’s image on Wally’s torch cart in the first place:
