The Inquisition relies on Orlesian support.  Even taking a mild stance and not referring to it as an Orlesian institution, it was still founded on the back of the Orlesian Chantry, with a precedent in the first Orlesian Inquisition; Cassandra, Leliana, and Josephine all have ties to the Imperial Court. 

The Templars you go to for support are led by an Orlesian, even if they’re in Ferelden and have Fereldans serving them. The rebel mages are led by an Orlesian, and very likely the majority of their numbers are from the Orlesian Circles. 

The Inquisition needs the support of the Orlesian nobility to survive, which is why the war table has so many missions focused there. They provide political support, which is crucial if they don’t want to be executed as heretics, and the nobles provide the funds to outfit the Inquisition. 

Many of the Inquisition soldiers are Orlesian. You’re introduced to some who come from Jader; many of the Orlesian nobles send chevaliers as military support, including a dozen directly from Gaspard; at least one chevalier can be put in a position of command in the Inquisition army. The Inquisition also absorbs Orlesian mercenaries into its forces.

The Grey Wardens that you can recruit are Orlesian.
