But you know what, even though this was meant as just goofy humor, it makes sense under corrupt bullshit politics even today. We saw that there are charities for needy robots, and we all know how rich people exploit charities or even create their own just to enjoy government tax exemptions and big returns.
So it's entirely believable that robots in the 31st century can legally qualify as homeless, impoverished or disabled citizens but nobody had the foresight to specify that you can't just make robots already in "need" of your "charity." Momcorp would likely use lobbying power to keep this loophole open, and may even turn "overstock" robots into homeless or disabled robots rather than scrapping and recycling them. A new low in capitalist hell that can only happen when manufactured goods also have sapience and rights.
Who knows how robot gender and reproduction fits into that but I'm sure it would. There has to just be some kind of convoluted tax reason or some way in which it exploits obsolete legal distinctions that are still on the books. Maybe there was a period where extreme gender traditionalism roared back and policies emerged that made a gender binary profitable, ie government subsidies for "women-only" services or facilities. If robots had by then won recognition as citizens then corporations would have made "official" robot genders to take advantage of this too. Then maybe this all got lifted and eliminated again for humans, but lobbyists were able to keep (and continue keeping) those policies in place for robots, again because they still occupy a weird legal limbo between "people" and "products."
