I think you can argue Billy is Paige's brother as much as you can argue he isn't, but I don't think you can argue that if Billy was Bryce he'd actually say something about it to Paige. I don't even think if Bryce was a playable character and looked exactly the same from when Paige last saw him would he actually acknowledge his sister because that ignores Bryce's agency in their estrangement.
In the years since Bryce was kicked out of the house he seemed to have never tried to reach out to Paige. Never tried to call. Never tried to write. Never tried to see her at the library or any of the places she frequented to tell her what happened or just talk in general. Paige seems to have only recently moved to the city to work as a storyteller and look for Bryce on her own. That means she was probably living with her parents the majority of the time since Bryce got kicked out and so for most of their estrangement Paige didn't (and still doesn't) know where he was, but he knew (or could have just made a really easy guess) where she was.
It's easy to view Bryce as a passive character in Paige's story because she is the one the actively trying to find him, but as far as we know there's no external force actually keeping them apart. They're both adults at this point and his distance from her can only be read as a choice. When he was kicked out he chose to cut off his family, including his sister.
It's not that I don't get why some would think if Bryce was already a character in the game like Billy, they would have him say something to hint at it all, but why? What in lore reason would he choose to let his sister know who he is when he's done literally nothing to contact her in the years he's been gone? That reads the way media uses family and sibling relationships as a lazy shorthand for closeness, familiarity, and understanding, which Deadlock's story so far generally avoids. Deadlock's story is just filled with with families, who hurt each other on purpose, on accident, who meant well, or were apathetic. Families that hide secrets and lie to each other and compromise their morals for each other. And from what we know about Paige and her family it's set up to be just as complicated as the rest.
