There is a difference between Azriel insisting Elain shouldn't scry, and Cassian insisting Nesta shouldn't scry, and that's Elain wants to scry, while Nesta really doesn't.'

Elain resents Nesta's attempts to order her not to scry, and the two sisters come to blow over Nesta telling Elain not to scry. Elain is volunteering to scry and wants her offer to be taken seriously.

Nesta isn't volunteering. Nesta is being coerced. Nesta is having her love for Elain used against her to manipulate her into scrying. Nesta has scried before and the experience resulted in a great deal of trauma for her. She practically begged the IC not to make her scry, and not to make Elain scry (because that's as good as making Nesta scry, because Nesta will always put herself in danger if it means keeping Elain out of it).

When Azriel is saying that Elain shouldn't be exposed to the darkness of the cauldron, he is overriding Elain's wishes. When Cassian challenges Azriel on his double standards and asks why Nesta should, he is validating Nesta's wishes.

Azriel is also reaffirming the view the IC have of Elain as something precious, delicate and in constant need of coddling, an impression Elain (seemingly) wants to shrug off. Cassian however is challenging the IC's view that because Nesta is brusque and harsh and difficult, she is either expendable or impervious to harm.
