1st theory: Quirks were promoted by, if not heavily influenced by, global warming.

Three hundred years for 80% of the population to have quirks is highly abnormal, and it is a radical evolution. Based on growth alone, changes like this take thousands and thousands of years. It’s partly why human history is approximately 10 million years. Global warming has already affected major international conflicts, such as the Russia/Ukraine conflict over resources, and has also been seen in birds and other mammals. Usually, this is shown by massive population drops due to extreme temperatures in the ecosystem that the organism cannot tolerate. To go from a population of the planet containing absolutely no quirks or no abilities for 80% of the people to possessing quirks or abilities is hugely unusual if it takes place over 300 years. This means that in approximately 8-7 generations, we went from somebody who did not have a quirk or an ability to someone who does. Changes in temperature or ecosystems can also promote massive evolution in a population. Some examples can be seen in birds. I believe that there is this one bird that can fly for hours and hours on end, even while sleeping, because it could lock its wings in place as it evolved initially. Most of the planet, 90%, was water, and they had to move from island to island to gather food and travel long distances. Global warming can explain the phenomenon of the extensive growth of quirks. From what the show in the manga tells us, abnormalities were initially very non-threatening/non-adaptive. For example, offer one’s initial quirk was the ability to pass on a quirk in a world where 20% of the population has abilities and fragile ones that it doesn’t seem very powerful or at all desirable ability to have. However, pass along after a couple of generations, along with the ability to essentially store power, and you can have a very powerful quirk.

2nd theory: The hero commission manufactures villains.

The political, social, and economic society we get introduced to in hero academia is very similar to ours. So, to promote the use of “heroes, “the hero commission would need to manufacture people to fight. In addition, it heavily implied in the manga that the hero commission had something to do with the law restricting the use of quirks with ordinary citizens. Based on our society today, I can assume that the hero commission wanted to control/cash in on the use of quirks. I would not be surprised if the hero commission in their past used to be part of the government that used to suppress people who initially had abilities when quirks first began to show up in the population. Knowing what I know of political science, this makes perfect sense. The air commission society not only controls the use of quirks, how they get used when they get used, and who uses them. Lastly, they also cash in on everyone who uses that work by making heroes a commodity. It’s also part of why they see vigilantes as a threat to their system, as they cannot profit/control what they do. However, to continue to promote their “heroes,” they need to manufacture an opponent so that your commission probably strategically lobbies the government for laws restricting specific populations to promote an environment where villains are created. This is also part of the reason why they don’t like All for One. All for One probably has records, if not extensive memories, of the hero commission doing precisely that.

3rd theory: The quirkless population will increase.

Over the last 300 years, MHA's quirks have become increasingly more dangerous/ destructive. It is likely that over the next hundred years or so that violent/difficult quirks will be so devastating that they will not only kill the user/host but also a majority of the population. In addition, we don't see many qurikless people working in cities mostly because I think that they would feel unwelcome or disappointed. Still, they would want to be in their own little villages, which would have people that have very weak quirks or individuals who are more or less quirkless. As the volatility of a quirk increases, I think there is a probability increase in the risk that it will not only kill a large number of people but cause a devastating effect on the global population. Because quirkless people are essentially braided in from coming into cities, they will be unintentionally protected by the impact of these hazardous quirks. They will probably survive the oncoming Civil War between people who have quirks.
