Court case for Dabi where Hawks is called as a witness because he spent more time with the guy then any other non villain and he says that he believes Touya is capable of redemption and at the bare minimum deserves the best mental care and healing he can be provided. After everything, this makes Dabi cry. He was so rude to Hawks. Always antagonizing him, calling him names, hitting him where it hurts, burning his feathers, pulling him to meetings at the worst times so he gets no sleep, breaking into his house and stealing his shit, lying about plans so Hawks gets a screwed over, and then burning his wings and exposing his past and identity to the world. And now Hawks is sitting up there vouching for him, telling everyone he deserves help rather than an eternity in the pits of Tartarus. And Hawks' testimony holds the most weight because no one can say they're in a better position to speak of Dabi's character.
And Dabi just wants to talk to him but he's not afforded the chance now. later down the line when Dabi is allowed to request visitors other than family, Hawks is the first person he asks for. Except, he's notified that Hawks refused his request. He's devasted by that, confused, until he gets a letter a couple days later from Hawks. Hawks tells him he's kinda on vacation on the other side of the world for cold season and he's not really a fan of underground buildings anyway. And that instead, Dabi can meet him when he gets the chance. And Dabi gets the hint. Hawks vouched for his character, but until he's completed his rehabilitation work, Hawks isn't interested in seeing him.
Does it hurt? Maybe a little, but Dabi appreciates more than anything that Hawks is finally being real with him. That Hawks is willing to prioritize himself and set his own boundaries so that when they meet again, it'll be on even footing.
