The Medi-Cal or Assisted Living Waiver (ALW) is to provide assisted living services for elderly and disabled senior California residents. The ALW is for elderly individuals who require Nursing Home level of care but prefer to reside in an assisted living condition instead of a Nursing Home, CA.

The ALW provides personal care assistance to Adult Residential Facilities (ARF), Residential Care Facilities for the Elderly (RCFE) and Public Subsidized Housing (PSH). Some of the assisted living facilities also provide memory care like those suffering from Dementia or Alzheimer disease. In California the Assisted Living Waiver is a 1915 ( c ) Medicaid waiver called Medi-Cal.

Medicaid is a wide ranging and Federal Health Care. It is for low income individuals for any age. Medi-Cal covers their long term care. Besides Nursing Home care and assisted living care Medi-Cal pays for many non medical support services that assist elderly residents living in their homes.

An individual must be eligible to receive all the services as an ALW participate by meeting the following criteria

Age 21 years or older

Have full scope medical eligibility with zero share of cost

Having care needs like those of medical funded residents  in nursing facilities

Willing to live in an assisted living environment as an alternative to a Nursing Home CA

Willing to live in an assisted living environment located in one of the following counties providing ALW services: Alameda, Contra Costa, Fresno, Kern, San Joaquin, San Mateo, Santa Clara, Sonoma counties Los Angeles, Orange, Riverside, Sacramento, San Bernardino, San Diego, and San Francisco.

Financial criteria income Assets and home ownership

Income

The income limit of the applicant should be equivalent to 1:38% of the Federal Poverty Level which increases every January

Individual applicant’s monthly income limit should be $1564

If both spouses are applicants then income limit for them is $ 2106 per month

The maximum amount that can be transferred is $ 3435 per month

The cost of the resident’s assisted facility’s room and board is not paid by the Assisted Living Waiver.

Assets

For single applicant the asset limit is $ 130,000

If both spouses are applicant the asset limit is  is $ 195,000

Assets that are not counted towards Medicaid’s limit are applicant’s primary home ,vehicle, furnishing, appliances etc

 Applicants cannot sell assets within 30 months of long term care Medi-Cal application

Home Ownership

Ownership of home is the highest valued asset a medicaid applicant owns and the home is likely to be exempted while one is receiving Medi-Cal benefits.

Care planning

The senior care providing agencies for senior California residents will determine the level of care and services necessary for each participant by using a standardized assessment tool.  Care coordinates of senior care Contra Costa county CA will establish individualized service plans for each participant including services that are funded by Medi-Call.   Participating Residential Care Facility for the Elderly (RCFE) like Lafayette Gardens in Lafayette, CA or New Alamo Residence Home in Alamo, CA to render the service plan for each resident.

Participants select the senior care or elderly care facility or provider of their choice. Care Coordination Agencies will inform the participants about the availability of facilities. They are licensed by Medi-Cal and wonderful assisted living facility for senior care. They also provide specialized service for memory care for Dementia and Alzheimer’s disease.
