The NCR was literally FOUNDED by a woman of color, who ruled it for over 50 years. Gender equality is baked into their culture. Their military have always consisted of like 2/5 being women, including in high positions. A black woman leading a batallion is standard in the NCR.

The show has never mentioned the NCR itself being gone, only Shady Sands. The NCR pretty much rule all of California, western Nevada, south Oregon and Baja, which includes several major cities. We have only been to the LA area and some parts of the Mojave. So like, 1% of their territory.
