We’re going to have to enforce it the old fashioned way. I’ve addressed my officers, and they are willing to put their lives on the line to keep innocents safe. We’re taking cautionary measures with our gear, and that is going to have to be enough. I just hope I won’t lose too many of them. 

And we are not taking the law into our own hands, we are assuming control for a short time. There is a difference.

You have a contact with the vigilantes? 

No, that’s it! Declare martial law. If I force businesses and schools to close, and people to stay in their homes, Bane will focus the betrayal on me, not the citizens. We need to get a handle on the gun store thefts, and this is the way to do that. 

We won't be able to use bombs with people in the city. I'll talk to the military people and see how things change if we take them off the table. Our reports on Bane's artillery are not comprehensive - there's been difficulty getting close enough for a thorough look. But if we can take his air support our of the equation, we at least are not dealing with that. 

His choppers pose a difficulty. Yes, I could easily bring them down, but I can't do that over the city. If they were on the ground, I could send in a a squad of Apache's and take them all out. I need better info on their movements. 

Oct 29th, 2014 - Late last week, the GCPD were forced to evacuate their precincts, and police presence has significantly dwindled. In the following days, an understanding public has became a frustrated one, and began raiding gun stores and taking matters into their own hands. As the public cries out for action, the GCPD finally answers. The Gotham Gazette received this correspondence from Captain Maggie Sawyer earlier today:

"The situation has become dire. Bane’s actions against this city are unacceptable. The citizens he claims to be protecting from us are being left by the wayside by this man that claims to be a fair leader. He has released a prison full of criminals onto the masses, risking the lives of everyone in Gotham. In response, groups of citizens have been preparing to take matters into their own hands, and this is the last straw.

Clearly, the citizens of this great city won’t stand for it anymore, and neither will we.

As of this moment, I am declaring martial law on the city of Gotham, New York. Local government has been ineffective in dealing with this crisis, and it is time for us to take our city back from Bane and his men.

The GCPD is requiring the following from citizens: 

Stay in your homes unless absolutely necessary. A 6pm-6am curfew is in effect, but we still urge citizens to stay inside regardless.

Anyone involved in the recent gun store robberies is required to surrender the stolen weapons to the GCPD. No legal action will be taken against you if you comply.

All schools and businesses are to be shut down until further notice. Community centers will still be open, where rations for families can be procured, and homeless citizens can find shelter from the chaos. 

Plans are in motion to rid Gotham of Bane and his men, and we hope to get the city back to normal and hand control back to the proper channels as soon as possible. Until then, the above rules are in place and will be enforced.
