He does see her as sister it was already made clear that Naruto doesn't love her and only went after her cause of his rivalry with Sasuke.

Actually he tried spy on all the girls that were in the bath at the time. He was a teen in the height of puberty and spent almost three years traveling with Jiraiya who is easily the biggest pervert in the series.

It has little to do with Sakura and never stated he specifically wanted to see her naked. It only showed that he had the intention to peep on women bathing and considering he made his Sexy jutsu it is somthing he likely did before.

A boy want to see girls naked is perfectly normal in canon it never once stated he was trying to specifically see Sakura.

As for what he told Minato he wasn't serious and joking.

that fandom is delusional, it’s pathetic. It is also rather simple, NaruSaku fandom are hypocrites that think Sakura is perfect in every way and deserves someone like Naruto who she has been hitting and insulting throughout the entire series. they also hate on Sasuke for trying to kill Sakura and label him as “abusive” for it. let’s not ignore the fact that Sakura was the one forcing herself on him.
