In a witch society a bond between apprentice and a teacher seems to be more important than the familiar bonds. Which is really weird until you remember who created the rules of their community. The first new witches after the Day of the Pact were handpicked by the Three Sages themselves. If, aside from those three, no one else knew about magic then those first disciples most likely had to abandon their families in order to study the secret arts. So, kinda by necessity, master and their apprentices became the most important bond in their new society instead of family one. Simply because there were no families of witches during the Sages' time. Only after some time a prominent families would develop but at the very core, your master is still more important than your parents. Maybe the Three Sages just didn't think that far into the future. It also explains why the succession of the Sage's title is passed down from master to apprentice.
