Unlicensed hero work is a very..tricky subject. If you're speaking about vigilantes (as I assume you are), I don't believe it is right to fully criminalize them for unliscened hero work. Sure, hero licenses are there for a reason, I will not deny that, but certain circumstances may prohibit people from obtaining one.

Let's take a look at the U.A entrance exam. It favors those with more physical quirks than those with mental or more specific requirement-based quirks. If one were to fail that, they could always try for another hero school. But if we take a look at someone who maybe isn't able to take the entrance exam to U.A or any other hero school due to a multitude of factors, vigilante work may be their best option if they're dead set on being a hero.

There are plenty of vigilantes who truly just want to help. But there are also vigilantes, such as Knuckleduster who tend to use brute strength to subdue villains, but on some occasions, civilians.

Alex began to thrash like a wild animal. Moving her arms, legs, trying her best to use her quirk, what have you. She needed to save him. She needed to.

"STOP IT!!" She snapped, swinging her arms around to hopefully hit the villain. She tried to throw her weight towards the villain but that didn't work. She couldn't think. She couldn't see through her tears.

He's loud, obnoxious, annoying, and just a total dumbass. How is he ever better than me?

I outclass him in every aspect! Looks, quirk, pedigree. And yet, why did he win and i didn't. Why did he deserve it all, while I got mere bread crumbs??

(With ever word he speaks, a new wound is formed on iida. By the time he's finished with his monologue, iida has sagged in his seat, and is bleeding from all over)

Ugh, so soon? How weak! Isn't he supposed to be a legacy kid? Why has he passed out so soon?

There had to be some way to escape the cuffs..she tried to bash them against the chair she was (presumably) being forced to sit in. A crack or dent or anything would work to get Iida out.

She needed to calm down. She used her one star to break her binds before running over to Iida, trying to cute his wounds.
