Steve goes back into the past for his girl or wtv, so doesn't that open a different timeline that breaches away from the main one? a timeline where bucky wasn't saved? bcs it was because of steve that they even figured out that bucky didn't die. Steve was the one who knocked off the mask because he was kind of evenly matched with the winter soldier. neither natasha nor sam have enough power to go against the winter soldier WITHOUT steve which means in the timeline that's different from the main one, bucky was never properly saved, meaning that the winter soldier still exists. this could technically be in the same universe/timeline that dr. doom exists in so he could recruit this bucky?? so like, a steve & bucky vs. ws!bucky?

also almost everybody is sure that bucky's dying in doomsday because sebastian stan's contract with marvel is ending in doomsday i believe, and i highly doubt he'll resign on for another contract given that he's going to DC as two-face (which im so hyped for btw)
