it is rlly so crazy sometimes the way fiction imitates reality in that, much like real life people who commit horrid crimes like this, its easier an more appealing to demonize the perpetrator as some uniquely evil beast than to recognize and point out the systems and such that allowed this kind of cruelty in the first place. Henry is as much at fault for the Freddys murders as William, his hands may not literally have blood on them but is brushing everything under the rug, actively covering for and allowing more people to be hurt, really THAT much better??

and in the end, even with his actions wrapped in a shiny bow of altruism Henrys goal is still to cover up the truth. to burn everything so nobody remembers, nobody remembers the killer that terrorized Utah for so long, nobody remembers all the people that stood idly by while it happened, nobody remembers the many victims. he never wanted to help the kids, the families, his daughter, he wanted to rid himself of the final string that tied him to his guilt.
