Eternal sugar embodies sloth pleasure and indulgence. Things vampire is known for acting into to an unhealthy extend. Eternal sugar wants cookies to stay with her endlessly in her garden. Keeping them in eternal blissful escapeism.she believes true happiness is without struggle such is the nature of her "paradise". Which is all exactly what vampire wants. He thinks everyone should just sit back and relax all the time. He spends just amount all his time relaxing drinking and sleeping and has stated himself that he wishes she could sleep for a millenia. Only stopping when he's forced to. He would want nothing more then eternals endless indulgence.
In short, eternal sugar personifies everything vampire wants and vampire would be the perfect recipient.
YES YES YESSSS !!!!!!! Although I could not figure out how to articulate this myself, this is extremely close to what I was thinking! Like what you said, Vampire would be the perfect recipient to fall for Eternal Sugar's tricks(?). I'm not sure exactly what to call it, but the complexities could also possibly go further. Vampire is known to be extremely lazy, laid-back, and will only do the bare-minimum of what he is forced to do. However, from what I've seen, Vampire Cookie would also rather forfeit a battle for the sake of doing nothing at all, as well as also underestimating his opponents, as per his arena dialogues! ^^
Not to mention, in a sense, Vampire also seems to need a "purpose" for his laziness. During a scene in Witch's Castle, some of Vampire's grape juice mixes with one of Alchemist Cookie's (his older sister) elixirs. This essentially turns her lazy and a constant drinker, similar to Vampire Cookie. Upon returning her back to normal, he tells her that she "gives purpose to his laziness." Then, there's also the Juice Bar Regulars (Herb Cookie, Sparkling Cookie, and Mint Choco Cookie). They are by far some of his closest friends, and during a Kingdom story/scene, Sparkling remarks that Vampire comes into his bar almost everyday. In this same story, Vampire also mentions that the reason he is so lazy and relaxed is that he enjoys life to the fullest. This would also be a purpose to his laziness. So although the Garden would virtually give him everything he wants, in a sense, by staying in the Garden, this in a sense would prevent him from living his life to the fullest. He wouldn't be able to leave, wouldn't be able to see his sister, or his friends, and would maybe take away any purposes for his laziness in the first place.
I'll put a cut here since this is getting very long, as well as the fact that this will get much deeper into Beast-Yeast Ep. 9-10 spoilers
However, in the Garden of Sweet Delights story, we can also see that Eternal Sugar Cookie can manipulate people both mentally/emotionally, as well adjust her surroundings to bend cookies at her will. Near the end of episode 9, we see that Eternal Sugar gives a cookie a sweet scent when they wish to go check up on their flower garden. This causes them to be attacked by monsters, forcing the cookie to come crawling back to the Garden and essentially giving in to staying in the Garden. Like you said, Eternal Sugar would see him as a perfect Cookie to bestow happiness upon. He would be relatively easy to provide for, but the problem would arise in getting him to permanently stay.
However, as stated, Eternal Sugar is both strong and powerful. She provides for cookies through a twisted and warped perception of Happiness. She would not merely let him leave, and Vampire does not seem to possess the will power he would need to leave, and I believe he would not possess the strength either. For me, this creates a relationship that in a way makes sense but can also be complex. With her seemingly sweet demeanor, Vampire would not see her as a threat. I believe he would perhaps give in at first, allowing himself to stay for a bit. However, eventually, I feel he would grow sick of it and wish to leave and return to his loved ones. Eternal Sugar probably wouldn't let him leave. Vampire, again, possibly does not have the will-power or the strength to fight against this, and perhaps would end up staying, even if he didn't want to.
But, also, I can get confused about characters and have trouble reading into them properly, and I wrote this quite tired, so a lot of this may be a mix of my own headcanons, out of character, and my own poor writing </333
Eyed like to note that eye know alot about vampire cookie but almost nothing about eternal sugar. Which puts me in a spot with discussing this lol. Eye think eye get her enough

Eye dident consider that vampire does want some purpose. He lazes around but he has his place. The allure of the garden would bring him in bit at some point he woulrent be happy with just that. He's indulgence but he's not mindless.
Eye think eye could see how she would get him to stay. After eye read that eye had a vision of vampire saying he wants to go after awhile to see his sister or something and she like... uh...
Convinces him he's a burden and stuff kinda like
Tells him that alchemist has been doing very well in his absence without him holding her back

This also actually reminded me, but Eternal Sugar actually had the ability to create a fake scenario/event in Hollyberry's mind, and tried to make her believe that it would happen if her and the Hollyberrian's leave the Garden. Although I am not exactly sure about the burden part, imo at least, Vampire already seems quite aware that some cookies are irritated and annoyed by his presence, but that aspect could still work, especially in the context of his loved ones.
HOWEVERRRR the part that really did catch my eye was the part where you said she would possibly make him believe they're better off without him. Using the prior mentioned Alchemist & Vampire story from Witch's Castle, I feel like that aspect could be extremely likely. From what I remember, Vampire was extremely concerned and worried for his sister, even remarking that they can't let her work go to waste. I feel like this aspect of that dialogue could work with Eternal Sugar's abilities to manipulate people and create fake scenarios and visions in their heads.
There could be a chance she could probably use that to her advantage as well, as although he seems mostly content and unbothered by people being annoyed with his laziness, I feel like if he was made to feel that he was weighing down on the work and skills of others, I feel like that could also work. In a way, it's like he's fine with being annoying/cookies being annoyed by him, but seems concerned with actually weighing down on people, his sister and friends especially.
