So would places outside the limits of the academy be like The Garden, the stores, and the food stands, etc?

The True Cross has kind of 'little city' where the academy and the rest of the locations are place in. So the garden and stores would be, in fact outside it's limits, however the food stands where students get their lunch are placed at the academy's campus.
