While it isn’t common or even advisable, if your soon-to-be trainer really wants a ghost-type starter, there are a few safe options that should satisfy them.
The reason most starters stray away from ghost types is because of how high maintenance they tend to be. Phanthump, while useful when evolved, are clingy and need to constantly be looked after, which might be too much to handle for young trainers. Misdreavus consume so much energy from the people around them that their trainer might feel drained if they spend too much time around them, which curbs when they evolve, but it still might drain inexperienced kids.
Ghastly or Litwick are your best bets when it comes to ghost-type starters. Both pokemon don’t cause any outward harm to their trainers (though the Ghastly line does have a mean streak), don’t mind being in close proximity to humans, do not require constant maintenance, and evolve into reasonably-powerful pokemon. Gengar might be a little harder to get your hands on, and the rumors of Chandelure feeding on human souls might trouble you, but as far as ghost types go, they are the most amicable and make perfectly fine starters.
