Just want to note that while Toph’s formal dress can be interpreted as a Qixiong (chest-high) Ruqun, it more accurately resembles a Heziqun (“Hezi dress”), which looks very similar to Qixiong Ruqun (both styles are from the Tang dynasty):

The main difference is that Heziqun has a chest cover called “Hezi”, so that the skirt is tied relatively lower on the body, below the bust but above the waist. The skirt of Qixiong Ruqun, in contrast, is tied above or on the bust. Below - Qixiong Ruqun (left) vs. Heziqun (right):

Toph’s formal dress appears to have a relatively narrow chest cover, with the skirt tied below the bust. The chest cover’s upward curve and centered decorative embroidery are also typical characteristics of Hezi & Heziqun:
