Evidently, you don't know enough about top surgery, otherwise you would know that "top surgery" as a term involves being done for transgender reasons. Therefore, by definition, cis girls can't get top surgery. They can get a mastectomy, or a breast reduction, for the same results, but it won't be called a top surgery.
