The first thing to keep in mind is when Snow asks for the milk and why. He does so after having tasted a poisoned oyster dish that he had used to kill an enemy. As Finnick told us in Mockingjay, Snow always takes a bite or a sip from dish or the glass to avoid any suspicions.

By the time he gets Plutarch and Haymitch, he is spitting up blood. At this point, we can assume that he must have already consumed the antidote, otherwise he would have died. However, as Finnick points out, they don't always work entirely well. When he starts coughing in front of them, Plutarch offers him water, but he refuses and asks for (and insists) on milk.

If you didn’t know: this is probably because milk is a natural antidote, a remedy for almost any poison that is ingested. Milk produces mucus in the stomach and slows the absorption of acids. So if you ever ingest something like bleach or something similar, and you need to slow down the effects as much as possible, protect your stomach, or are simply unable to vomit, drinking at least two large glasses of milk before seeking medical attention could save your life.

In my opinion, it's not far-fetched to think that this detail is accurate and that's why Snow refuses the water and specifically asks for milk. When Haymitch drinks it, he's not only denying him something to drink, but unbeknownst to him, he's risking his life.

It's very sad and ironic that Snow then insists on sending him milk once he's out of the arena. He sends him milk every day until he returns home, and Lenore Dove eats the gumdrops. When Haymitch begs for help, when he asks if they have any pills or anything else after she insists she can't throw up, some milk could have actually have saved her life; at least it would have given her uncles time to react. Snow let Haymitch binge on milk for weeks, only to then kill his girl, and therefore, because he drank all the milk, he couldn't give it to her.
