From our determinations the worst person on the office, the one who just did the worst things and the highest quantity of bad things, is Ryan Howard.  Our list is from Ryan down to the 10th worst person on the office is below.

My siblings and I ranked the worst characters on a scale of 1 - 10. 1 being Ryan Howard and 10 being the least worst character on The Office. We tallied the votes and placed them to the right of the character’s name (the higher the total the gooder you were compared to the other worst characters on the list).

Both Ryan and Angela received 2 Worst-Place Votes and each a 4th worst vote. The difference was @Crojitas giving Ryan a 2nd worst vote while @Cambries gave Angela a 3rd worst vote. 

For some undefensable reason @Cambries decided that Senator Lipton was the 2nd worst person the show. Really, @Cambries? If she had rational thinking going on in her head the Senator would have been 5th or 6th worst on The Office. 

Other outlying votes were @SFGiantsGirl94 giving Mr. California a 3rd worst vote and Todd Packer a 9th worst vote. Packer was awful for awfulness sake yet she thought there were 8 worse people on the office. 

Robert had votes ranging from 3 to 8 and Andy had votes from 5 to 10. 

Ryan was a very abusive boyfriend and friend, and straight up “D-Bag” as @CRojitas titled him. He was the worst friend to Michael Scott, who we decided was not inherently evil though he often did bad things (Dwight said it perfectly. We randomly turned that episode on while discussing the worst Office character ever. And as if Dwight could hear us discussing whether Michael Scott deserved a place on the list, “Your heart is a wonderful thing, Michael, but it makes some terrible decisions.”). Ryan defrauded investors and spent time in jail and giving back to the community (aka court ordered community service). He stole a man’s wife (Kelly). He messed with Kelly for years and was just plain bad to her. He was not nice to anyone unless he was trying to get something out of them. He tried unsuccessfully to defraud his coworkers and “friends” #WOFF. Ryan was the standard of worst Office characters.

Angela.... As I am thinking about writing this I feel like she is worse than Ryan, even though I gave Ryan a first worst vote and Angela a 4th worst vote. What was I thinking? Angela cheated on everyone she was in a relationship with. She told the one that she was cheating with (Dwight) that she wasn’t sleeping with her fiancee (Andy). Does that mean she was cheating on the one she was cheating with? She was the meanest and demeaning coworker, especially to Phyllis. Angela was hypercritical and hypocritical with all of her coworkers and everyone else on earth. She told Dwight that his son was not his son. Some may claim that one of her best worst characteristics was her homophobia, but I will defend her and say that she is like anyone else in making rush judgments against someone but later changed her opinion. Oscar eventually became one of Angela’s closest friends.

Jan was a horrible person to Michael. She abused and used Michael. Michael was one of the most beloved Office character, that fact might be why we think so poorly of her. 

In my opinion, and based off our rankings, those three were easily the worst. Then it drops off to the not so nice Packer and Phyllis Vance. Packer might not have been the worst but he was the jerkiest.Phyllis was vindictive and abusive. Her excuse is that she was reacting and pushing back on all of the meanies teasing and abusing her.

Lipton, was bad because he used Angela and subsequently cheated on her.

California was a mean and manipulative boss and ran off with someone else’s money under the guise of charity.

Andy found a nice girl, Kelly Erin, and then left her twice. He got Dwight fired. And tried to take down everyone in his way of moving up the corporate latter. 

Oscar was a know-it-all who slept with his co-worker’s husband.

Mr. Hudson was not respectful to Michael. He was not friendly with his co-workers. He cheated on his wife. 

Dwight went back and forth from feigning dislike and actual dislike for his coworkers. He tried to fire and get fired many of his coworkers. He slept with a man’s fiancee and another man’s wife - same woman. Maybe Dwight was worse than we want to admit, he was just too likable and funny.
