''For Venezuelans, these first 72 hours after the earthquakes have revealed three disasters.
The first was the earthquake itself.
The second has been the near-total absence of an effective state emergency response during the critical window when people trapped beneath collapsed buildings are still most likely to be rescued. Instead, ordinary Venezuelans have stepped in. With their bare hands, they have searched through rubble, organized collection centers, gathered food, water, medicine and rescue equipment, built databases for missing people, and mobilized donations from around the world.
The third—and perhaps most painful—has been the growing number of reports that authorities are obstructing those very efforts. Volunteers being delayed by bureaucracy, independent aid collection centers being shut down, access to devastated areas being restricted, and precious hours lost while people remain trapped.
This tragedy has revealed both the extraordinary strength of Venezuelan civil society and the devastating consequences of institutions that have been hollowed out over decades.
