The scene between Criston and Rhaenyra on the ship shows more than just the dynamic between the two of them; it shows the dynamic and the lack of empathy between their two social classes. Ser Criston has nothing but his white cloak, as he says, and rhaenyra has the whole kingdom laid at her feet. In contrast, Criston has the freedom and anonymity to do as he likes, while Rhaenyra is bound to her duties. These things divide them, and perhaps in a different universe, Rhaenyra would've left her duties, but it's evident that, being who they are, they do not understand the needs of the other person because they have never known anything other than their own lives.

Something I think a lot of writers don't understand about making love believable between their characters is that they need to make it happen at least twice.
And I'm not talking about the whole losing your memory trope where Character A meets Character B again for the first time, or experiencing the initial falling stage for the second time. I'm talking about something real.
Readers are only hooked on a slow burn if you, as the author, know how to make it tantalizing, and even then they're not going to last forever.
There's a point in most relationships where a deeper connection is triggered, where you learn to love someone despite and because of their flaws, and that love is a lot different than the initial attraction, or the (mostly) inherent human lust for physical/sexual affection. Those things can come with it, but the second time your characters fall in love, you have to make the readers want it just as much as the characters do. DON'T just move on to another love interest because your protagonist's previous one got "boring". At least make it look real if you're going to split two people up.
When you start losing that excitement of sexual tension and first times between two characters, that's a sign that its time to go deeper. Make them friends. Make it so when/if they break up, they lose something more than just physical and sexual attraction. Make it real.
