She shows Phantom a lot of places and learns him to accept things the way they are and only to change them when it's truly needed. Zerora does train Phantom but not as hard as Endeavour and Leodor who train their element. Zerora believes in freedom and is a good kind ruler who listens to her people. Even though I can call Zerora the best of them all there is one small thing that she forgot in taking care of phantom. She haven't thought him how to take things serious when needed.
