Didn't make the dog and cat connection but that's genius.
And yeah, I figure it's pride.
Peepers thinks of himself as entirely self-made, but at least he had a home and education. And started his villain career with the skills he gained growing up.
Lil Bits is a little kid who hasn't had the chance to hone her skills yet. Or the chance to learn much from anyone else. And normally that's perfectly fine. But we never saw her parents so Wander and Sylvia's first impression was probably right at some point.
Lil Bits isn't entirely happy with relying on the cute shtick (she called the cat photos demeaning). But maintaining her pride is a luxury she couldn't afford. And if she has to use her cuteness to survive she'll do it.
(I think she's working on moving away from that by arming herself. She had no problem with showing her vicious side once she got her paws on a big gun. A gun that didn't even match her cute look.)
Unlike Little Bits, Peepers doesn't think of himself as cute. He's fully aware of what others think of him, sure, but they're wrong. He's a powerful, full-grown man with a kill count! And he won't hear otherwise!
Peepers isn't desparate enough to lean into the perception of him that he's struggled to get rid of. Or at least not yet. The puppy eyes may become his last-ditch effort when Hater's about to abandon his life of evil. Which Peepers will see as abandoning him because that's their life.
