Thinking about Buck meeting tommy after being crushed by the fire truck, maybe they end up going to pt at similar times and tommy hears about how buck is trying to get back to firefighting as fast as possible. Buck hears about how Tommy got injured and needing to go to pt, they learn that they both have connections to the 118 and tommy tells buck of what it used to be like and buck gives tales of dramatic saves and family.
When tommy stops needing to go they exchange numbers and keep talking to one another which is how tommy hears about the recertification and then the embolism. He worries for buck after this and tries to cheer him up with random stories with offers of buck coming to his house. Tommy ends up being a lifeline for buck, someone who worries about him during the tsunami and was actively looking for him from his helicopter.
Tommy ends up being the person he goes to after he found out about Bobby keeping him from work, he storms into tommys house shaking with anger and pain and tommy gives him a space to be angry, to feel the pain. Maybe Buck doesn’t do a lawsuit, maybe he does but goes about it differently.
When buck does get his job back he tells tommy first and then in the emotions of it all tommy kisses him. He pulls back quickly scared of bucks reaction. All buck does he look at tommy, before pulling him back into a deeper kiss.
